James Clouse is an economist with many years of experience at the Federal Reserve. Most recently, Mr. Clouse served as a deputy director in the Division of Monetary Affairs at the Federal Reserve Board. In that capacity, he was heavily involved in a range of topics including monetary policy implementation, lender of last resort and liquidity, large scale asset purchases as a tool for monetary policy, financial institutions and markets, monetary policy and financial stability, and monetary policy strategy and communications.
During his time at the Federal Reserve, Mr. Clouse regularly attended meetings of the Federal Open Market Committee (FOMC) and served as Secretary of the FOMC for five years. In that role, among other duties, Mr. Clouse was responsible for all aspects of the conduct and records for FOMC meetings including the preparation of the minutes of FOMC meetings. Mr. Clouse also served as Deputy Assistant Secretary for Federal Finance while on detail at the U.S. Treasury for one year; in that role, Mr. Clouse was responsible for all aspects of Treasury debt management. Prior to joining the Federal Reserve, Mr. Clouse served four years in the U.S. Army.
